Overview
The programme aims to instil theoretical knowledge and practical skills so learners have the capacity to handle residential and commercial building projects in terms of assisting for construction management under the supervision of a qualified and experienced practitioner.

This course will train learners to not only plan, draft, and coordinate construction and building projects, but also to establish smart financial management and decision-making, meeting the many and varied requirements of New Zealand legislation, Codes of Practice, and New Zealand and Australian Standards.

The programme shall provide recognition of proven knowledge and skills for anyone actively working in relevant roles while learners in general shall have the valuable hands-on experience of assisting qualified professionals such as construction managers and quantity surveyors. Thus, setting the learners up in furthering their abilities to reach their relevant career aspirations.

Entry Requirements
On completing this programme, graduates will be awarded the New Zealand Diploma in Construction (Level 6) with strands in Quantity Surveying.

Learners are required to demonstrate adequate skills – both literacy and numeracy (12 credits in Maths minimum and 12 literacy credits at NCEA Level 1 minimum), and/or have a relevant industry experience or a demonstrable relevant and equivalent knowledge and skills.
​
Meanwhile, international students are required to present an Academic IELTS exam with a minimum overall score of 6.0, with no band score less than 5.5. Alternately, international students can meet other acceptable evidence per NZQA’s English language requirements for international students.
Course Outcome
On successfully completing the programme, learners will be able to:

Administer and manage construction contracts using effective communication with different stakeholders, quantifying and documenting contract terms and reporting progress in accordance with contractual obligations and industry best practice.

Comply with and operate within New Zealand legislation and regulations governing the building and construction industry.

Evaluate and select materials and finishes for building projects taking into consideration sustainability and the impact on the built environment.

Analyse and evaluate construction for foundations and substructure, passive fire protection, the structure for a specific design, the envelope, and the interior for small, medium and large buildings.

Analyse, plan, monitor and administer construction contracts including evaluation of tender submissions, preparing payment claims and payment certificates, contract variations and time adjustment claims.

Formulate procurement processes that comply with legislative requirements and ethical considerations, conduct risk analysis and risk mitigation, and develop a tender bid proposal for a medium scale construction project.

Conduct and prepare feasibility studies and determine the viability of undertaking projects.

Develop preliminary budget and cost planning documentation for small and medium building projects.

Estimate costs for inclusion in tenders for small, medium and large building projects.

Assemble quantity surveying documentation and measure schedules of quantities from project information for small, medium and large buildings.
Graduates of Quantity Surveying strand will also be able to:

Carry out research and feasibility studies determining success prior to taking on projects.

Identify budget and document cost plans for small-medium construction projects.

Evaluate for cost estimations pertaining to tenders regardless of size of building projects.

Gather quantity surveying documentation and measure schedules of quantities from project information for building projects regardless of size.
Learners who completed the course are qualified to work in the Construction trade with their capacity to perform construction management and quantity surveying function and responsibilities.

FEE PROTECTION
Section 236A of the Education Act 1989 requires student fees (over $500 in total) to be placed in an approved trust account to provide security for the repayment of prepaid fees in the event programmes are terminated early. Accordingly, student fees paid in advance are held in the ACTS Public Trust account. Fees are drawn down after commencement in stages as the course is completed.
In the event a programme is terminated and alternative tuition services are not provided, the student is entitled to a refund of prepaid student fees pro rata for the balance of the course based upon the number of full weeks required to complete the programme. This arrangement has been accepted by the New Zealand Qualifications Authority as meeting the requirements of the Education and Training Act 2020 and the Student Fee Protection Rules 2025
